do you fucking dice for the digits?
Is it like, ok, to generate the hours, roll 1d3 and add that to 2 PM. To generate minutes simply use 1d4 for the 10s digit and a seperate d10 for the units...

I like to pretend that the start time has more than a casual relationship with the time people will actually arrive. That's not entirely fair since everyone has been getting better lately, but I still think "3:42" when we know the tolerance is +40 min / -20 minutes is amusing.

Ignoring the puns...
I now have a breathalyzer. It's not a cheap one either. The cheap ones apparently require long calibrations and aren't very accurate. I don't think any of you have left incapacitated, but I do believe some of you would have blown a .05, which is where things get nasty for you. I'd much rather have drunk make-out session on my couch at 3am than hear how you lost your license.
Of coure, I'd rather have a drunk make-out session on my couch at 3am than just about anything, so maybe that wasn't a good example.

You should watch a mythbusters where they test being tired versus being tipsy. I am not suggesting you were tipsy nor suggesting that what I found interesting about this test was what they were testing. The interesting part is they had the girl who recently had a kid and the guy who looks like he had some drinks frequently. They got them both to... .05 or .06 or something. They did the alcohol based on weight and verified with a breathalyzer. Then they did the first driving test. The girl was awful. She was visibly tipsy and couldn't control the car worth a damn. The guy was fine. Same blood alcohol, and he did not appear at all intoxicated and he drove nearly perfectly. My point is that I don't think you were feeling anything. The "feel" can be adjusted based on how much you drink. The blood alcohol level, however, is an absolute based on weight and alcohol. I don't think you'll get pulled over for swerving. But if you go through a roadside or get pulled for speeding, it could be bad. I just want to make sure you're all legal. So humor me. Or at least play with it like a toy to see who wins.
